Fiscal Policy and Economic Growth

Low and erratic historical per capita income added with government resource constraints put their shade on the efforts of sustaining economic growth in Ethiopia. In such circumstance prioritizing government expenditures on the basis of economic benefit and raising funds from sustainable sources are the major economic policy challenges. But little is known about how the composition of government expenditure and revenue affects Ethiopia''s economic performance. It has become critically important to know which component should be adjusted and why. Knowing the relative contribution of each budget component to economic growth is crucial for decision making. This book, therefore, examine the effect of fiscal policy variables on economic growth in Ethiopia using annual data. To achieve the stated objective “Barro type” growth model is estimated with the aid of Co-integrated Vector Autoregressive (VAR) and error correction modelling techniques. This analysis would pave the way for further researches and give an insight for experts and policy makers to influence the pace of economic growth and development through fiscal policy tools.

This innovative approach leads to recommendations for policy change towards a more humanistic philosophy for the EU. This book is essential reading for scholars, students and policy-makers seeking new ways of exploring the economic versus social values debate in EU law.

The Contribution of Industrial Policy to Economic Development in China

China faces the challenge of a serious double transition: a transition from a central planned economy to a market economy, as well as a transition from a low income developing country to a middle income emerging county. Both transitions started decades ago but are not completed yet. In terms of assessing economic policy, Deng Xiaoping once said “development is the only hard truth” but he left it to the audience to define what development really is. This book studies the impact of industrial policy - as a centrepiece of Chinese economic policy - on development. Taking a holistic perspective, it assesses the impact of industrial policy based on the five factors of: income, inequality, health, education and the environment.

Models Contributing to Agricultural Policy Analysis

Quantitative models are necessary tools to represent the extremely complex interrelationships between agricultural activities and their environmental and socioeconomic consequences. It is a well-established fact that reactions to policy intervention on bio-natural and socioeconomic structures are rarely satisfactorily explainable or predictable on the basis of simple intellectual constructions. This contribution provides a review and assessment of different types of applied modeling allowing for informed discussion. A global framework is drawn up for market structures and policy measures in developed and developing countries. Salient policy issues on agricultural trade and emerging challenges including environmental sustainability and poverty alleviation are discussed as an introduction to the core survey of the quantitative tools currently used in tackling these issues.

An Estimate of An Optimal Level of Inflation in Namibia

Sustaining economic growth and ensuring price stability are two of the most important macroeconomic policy objectives of any economy. There appears to be a consensus among economists that macroeconomic stability, specifically defined as low inflation, is negatively related to economic growth. Hence, rapid output growth and low inflation are the most common objectives of macroeconomic policy. An empirical investigation of the inflation-economic growth relationship to determine whether a threshold effect exists and if so to estimate the optimal inflation level which is conducive for economic growth in Namibia. The result reveals that a threshold level of inflation must be at 12.0 per cent, which is conducive for economic growth in Namibia.

Part I explores the idea of rationality and its connections to ethics, arguing that when they defend their formal model of rationality, most economists implicitly espouse contestable moral principles. Part II addresses the nature and measurement of welfare, utilitarianism and cost-benefit analysis. Part III discusses freedom, rights, equality, and justice - moral notions that are relevant to evaluating policies, but which have played little if any role in conventional welfare economics. Finally, Part IV explores work in social choice theory and game theory that is relevant to moral decision making. Each chapter includes recommended reading and discussion questions.

In the post-war era, Western Europeans focused on economic integration whilst retreating from colonial responsibilities. Nevertheless, as the two superpowers influenced emerging post-colonial conflicts such as that between Israelis and Arabs, the practice of European Political Cooperation – exemplified by the 1980 Venice Declaration – highlighted a major foreign policy stance in what was an otherwise economic union. With the unforeseen geostrategic developments following the fall of the Berlin Wall, the EU endeavoured to reinforce its crisis management components, leading to the European Security & Defence Policy. Concomitant with a wider theoretical basis of 'security', and covering aspects including norm-transmission, economic cooperation and civilian-oriented crisis management, the EU's multidimensional nature in security provision is highlighted with regards to the case-studies of Israel/the Palestinian Territories (security sector reform), Iraq (training of authorities) and Morocco (economic cooperation).

International Taxation: Comparative Analysis of UK, USA, India and Nepal

The book is thorough analysis of Nepalese income tax policy, systems, administration and procedures. Fiscal policy derives its rationale and justification from the experience and goals of the society. The aspirations of the people may be expressed in terms of economic betterment, stability to provide all the basic minimum needs to the people, promoting social progress, and providing better standards of life. To this end, the most important objectives of tax policy are to make available for economic development, the maximum flows of human and material resources, consistent with current consumption requirements, to maintain economic stability so as to cushion against the adverse impact of long term inflationary spiral and short term price movements and to minimise the existing inequalities in income, wealth and standard of living. These objectives are not basically different from the goals of economic efficiency, economic growth and optimal allocation of resource. The work of this book is focused to provide the ways to achieve these objectives of socio-economic justice and endeavors to review the income tax policies of the countries like USA, UK and India in reference to Nepal.

Knowledge Networks and Economic Performance

Economic systems are made up of multi-layered networks of economic agents, a fact which is frequently neglected by macroeconomics. In this work the fields of network theory and economics are tried to be woven together with the help of a simple general equilibrium macroeconomic model which is augmented with network-mediated knowledge flows between economic actors. The specific focus on knowledge networks is motivated by the role of knowledge accumulation in economic growth. The main emphasis is on the role of the specific structures of these knowledge networks in the determination of aggregate economic performance. In addition to the network-based modeling of economic phenomena, the work also deals with empirical analysis of regional knowledge networks in Europe. The empirical findings are then used to establish a modeling framework which provides suitable basis for policy impact analyses especially in the field of development and regional policy. Explicit modeling of network connections between regions or economic actors can yield important insights into the processes of economic development, especially with regards to the uneven pattern of growth.

Stephen Moore An Inquiry into the Nature and Causes of the Wealth of States. How Taxes, Energy, and Worker Freedom Change Everything

A passionate, detailed, quantified argument for state-level tax reform An Inquiry into the Nature and Causes of the Wealth of States explains why eliminating or lowering tax burdens at the state level leads to economic growth and wealth creation. A passionate argument for tax reform, the book shows that even states with small populations can benefit enormously with the right policies. The authors’ detailed exposition evaluates the impact state and local government policies have on a state’s relative performance and economic growth overall, backed up with economic data and analysis. Facts don’t lie. But they do point clearly to the failure of so-called progressive tax schemes designed more to curry favor with selected constituencies than to create an economic system that leads to individual wealth as the reward for hard work and entrepreneurial risk taking. An Inquiry into the Nature and Causes of the Wealth of States is a detailed and critical look at income taxation across the nation, and drills down into an analysis of the economic growth or malaise that results from tax policy. Arguing eloquently that a state cannot tax itself into prosperity, just as the impoverished cannot spend themselves into wealth, the authors point out what many inherently know but often fear to say out loud. The book provides detailed quantitative analysis, and discusses the policy variables that can have enormous effects on the financial well-being of states and individual residents, such as: Personal and corporate income tax rates Total tax burden as a percentage of personal income Estate and inheritance taxes Right-to-work laws An Inquiry into the Nature and Causes of the Wealth of States shows everyone how to evaluate state-level fiscal and economic policies to become more competitive.

COMPARATIVE AND IMPACT ANALYSIS OF CURRENCY REDENOMINATION IN NIGERIA

This research investigated the conditions under which Nigeria as a nation should engage in currency redenomination. Comparative analysis was employed on some countries that have redenominated. There are obvious potential economic costs and benefits to the exercise as well as political risks and social challenges. What is clear is that, the implementation of this policy must go along side stabilization policy to make it more effective. In conclusion, if Nigeria finally decides to choose this policy course, the chances of success depends a lot on how it handles the socio-political and economic challenges attendant to the policy. For instance, in the case of the Turkish government, its redenomination program was well publicised and thus great cooperation was acheived in the implementation of the policy. This resulted in a huge success in the macroeconomy . So, whenever the Nigerian government intends to redenominate the Naira, it should be well publicised, and this will create trust between the public and the government and eventually bring economic stability.

Historically, environmental regulations are considered to be detrimental to economic growth and their implementation has been controversial among economists and environmental policymakers. This book provides an in-depth analysis of the relationship between environmental regulations and economic growth. The analysis in this book systematically integrates economic theory of regional growth and spatial econometric modeling to develop appropriate policy recommendations for implementation of environmental regulations. A unique aspect of this book is that it identifies the spatial effects of environmental regulations and other local characteristics in regional economic growth. Research findings show that changes in population, income, and employment, including socio-economic and political forces influence the stringency of environmental regulations. The research findings and analysis reinforce the need to design and implement environmental regulations that stimulate economic growth and enhance environmental quality. Its rich insights make the book a useful source of information and standard reference for economists, policy analysts, and consultants.

Escape from Democracy

The orthodox view of economic policy holds that public deliberation sets the goals or ends, and then experts select the means to implement these goals. This assumes that experts are no more than trustworthy servants of the public interest. David M. Levy and Sandra J. Peart examine the historical record to consider cases in which experts were trusted with disastrous results, such as eugenics, the regulatory use of security ratings, and central economic planning. This history suggests that experts have not only the public interest but also their own interests to consider. The authors then recover and extend an alternative view of economic policy that subjects experts' proposals to further discussion, resulting in transparency and ensuring that the public obtains the best insights of experts in economics while avoiding pitfalls such as expert bias.

Drawing on the work of experts in trade and energy law and policy, and offering novel, multidisciplinary perspectives on the rapidly evolving landscape shaping international trade in electricity, this book examines the most important challenges - technical, economic, legal and policy-related - posed by long-distance and sustainable electricity trade. The book explores the regulatory implications of the policy instruments aimed at supporting RE electricity and considers how best to promote greater overall coherence in international electricity governance.

Towards a Better Global Economy

Substantial progress in the fight against extreme poverty was made in the last two decades. But the slowdown in global economic growth and significant increases in income inequality in many developed and developing countries raise serious concerns about the continuation of this trend into the 21st century. This book examines the factors that are most likely to facilitate the process of beneficial economic growth in low-, middle-, and high-income countries. It examines past, present, and future economic growth; demographic changes; the hyperglobalization of trade; the effect of finance on growth; climate change and resource depletion; and the sense of global citizenship and the need for global governance in order to draw longer-term implications, identify policy options for improving the lives of average citizens around the world, and make the case for the need to confront new challenges with truly global policy responses.

Fiscal consolidation and growth in the Eurozone

This study investigates the short-run impact of fiscal consolidation on economic growth in Eurozone since Global Financial Crisis. The paper exclusively focuses on the effects of fiscal policy on economic growth in the short-run without covering the long term relationship since there is a general consensus that fiscal consolidation has direct and indirect positive effects on growth. We find negative short-run correlation between fiscal consolidation and growth in the Eurozone. Fiscal consolidation during a fragile economic recovery will dampen aggregate demand and increase unemployment in the short-run.

Fiscal Policy Coordination in the EMU

This book is geared towards an assessment of fiscal policy coordination in the European Economic and Monetary Union (EMU). I essentially investigate the question which major flaws of the coordination arrangements and the institutional architecture of the EMU have been contributing to the Eurozone crisis. To that end, I follow a dual track approach. On the one hand I undertake a literature review assessing the actual conduct of fiscal policy coordination in the EMU. On the other hand I study fiscal policy coordination from a more analytical and theoretical perspective in terms of discussing and evaluating economic models that deal with fiscal policy coordination. Both approaches – although from different angles – let me arrive at similar conclusions: more comprehensive coordination of fiscal policy is expected to be beneficial to sound public finances in particular and to welfare in the EMU in general. The book mainly represents a reproduction of my diploma thesis.

U.S. Political and Economic Engagement in the Persian Gulf

Foreign policy is the result of complex interactions of different political fields. During the second half of the twentieth century, the Cold War presented the dominating framework of international relations and United States foreign policy in particular. This context also influenced U.S. foreign policy in the Persian Gulf, yet, the approaches of the different administrations from Eisenhower to George H. W. Bush were highly diverse. This book seeks to explain the broad developments and contents of U.S. foreign policy in the Persian Gulf in the context of the Cold War. With regard to the constantly perceived Soviet threat, it intends to explain the foreign policy assumptions and strategies that have shaped American policies over the years and finally contributed to the terror attacks of September 11, 2001.

Economic and Social Rights after the Global Financial Crisis

The global financial and economic crises have had a devastating impact on economic and social rights. These rights were ignored by economic policy makers prior to the crises and continue to be disregarded in the current 'age of austerity'. This is the first book to focus squarely on the interrelationship between contemporary and historic economic and financial crises, the responses thereto, and the resulting impact upon economic and social rights. Chapters examine the obligations imposed by such rights in terms of domestic and supranational crisis-related policy and law, and argue for a response to the crises that integrates these human rights considerations. The expert international contributors, both academics and practitioners, are drawn from a range of disciplines including law, economics, development and political science. The collection is thus uniquely placed to address debates and developments from a range of disciplinary, geographical and professional perspectives.

Patent Intensity and Economic Growth

Economic growth has traditionally been attributed to the increase in national production arising from technological innovation. Using a panel of seventy-nine countries bridging the North-South divide, Patent Intensity and Economic Growth is an important empirical study on the uncertain relationship between patents and economic growth. It considers the impact of one-size-fits-all patent policies on developing countries and their innovation-based economic growth, including those policies originating from the World Intellectual Property Organization, the World Trade Organization and the World Health Organization, as well as initiatives derived from the TRIPS Agreement and the Washington Consensus. This book argues against patent harmonization across countries and provides an analytical framework for country group coalitioning on policy at UN level. It will appeal to scholars and students of patent law, national and international policy makers, venture capitalist investors, and research and development managers, as well as researchers in intellectual property, innovation and economic growth.

Impact of EU Regional Policy on Economic Growth and Social Development

Italy is considered as a country where the regional economic and social disparities are still the widest in the European Union, even though Italy is one of the largest beneficiaries of the EU’s regional policy. Therefore, this book aims to give a deeper insight into the impact and effectiveness of the EU's regional policy and regional governments on the reduction of economic and social disparities between Italian regions for the period of 2000-2006. The scope of this research is limited to two Italian regions: Friuli-Venezia Giulia (special statute region/regione autonome a statuto speciale) and Puglia (ordinary statute region/regione a statutio ordinario), by taking into consideration that the EU’s contribution through Structural Funds has been significantly high, especially during the last decades. In order to explain the regional gap between these regions, this book aims at providing an answer to the following research question: Which factors are influential in the reduction of the regional economic and social disparities between Friuli-Venezia Giulia and Puglia?
